It's a graduated system. You can get a Learner's Permit (LPE) at 15. After holding it for six months, you can get a Provisional Operator's Permit (POP) at 16, which has some restrictions. At 17, you can get a full operator's license.
You must hold your learner's permit for a minimum of six months before you can apply for a Provisional Operator's Permit (POP).
It's not required to get a permit, but to get your Provisional Operator's Permit (POP) at age 16, you must complete a DMV-approved driver safety course.
